Key Findings Referenced by This Campaign
The report found the screening division lacked accessible written policies to guide charging decisions; the office received about 23,000 referrals in 2024 and filed charges on approximately 77 percent; and approximately 48 percent of a randomly selected 50-case sample of felony declinations lacked detailed reasoning. (Report 2025-31, pp. 6, 8.)
It also found that some prosecutors handled over 400 general felony cases at any given time; most reviewed two-step plea reductions lacked documented rationale or supervisory review; and the office did not use performance measures to evaluate effectiveness. (Report 2025-31, pp. 22-23, 32.)
Regarding alternatives to incarceration, the report documented vague admission criteria and no recidivism tracking; staff restricted auditor access to admission meetings for months; and requested participant data was ultimately not provided. (Report 2025-31, pp. 14-16.)
